ShoutWiki should have a staff tool for viewing the info of a wiki

Description

Currently, there is no visual user interface to view the information of a wiki easily. Providing such a tool would be useful in special-edge cases where for example, a person requests for a deletion of a wiki and it's needed to see who the founder of the wiki is (which currently requires reverse searching from my understanding e.g viewing Special:MyWikis?username=x instead of say, Special:WikiInfo?wiki=x ).

To repeat and slightly expand on what I said on IRC... most of the information on a wiki info page would not be easy to come by, it's fragmented across various different locations (user_groups table, wiki_list/settings, logs and various other places) and often out of date - particularly in case of wiki_settings/wiki_list (and don't get me started on the fact the database in its current form is probably the worst place to store that information right now)

My idea to this problem has always been to have a browser extension for this kind of information as it's needed in far more places than DeleteWiki - many osTicket requests for example, require various checks.
